Councillor David Atkins was unanimously elected Chairman of the Council for a third term of office over several decades. Councillor Peter Acca was elected Vice Chairman again .A new list of Councillors and Committee membership will appear on the Parish Notice Boards soon. The Youth Club has re-opened for regular Friday night sessions and now attracts 30 young people each week. This is a major success for all those who have volunteered their time and effort to make the building available to young people of the village. The building is also the new home for the Brownies and for the Lympstone Band. We hope that they will both be able to support the building and the Youth Club for many years to come. Potential conflict between horse riders and vehicles in Higher Hulham Road received lively discussion. Devon County Council propose to extend the 30mph speed limit from Dinan Way to Kings Garden Centre The Parish Council feel that this is not enough. There will be knock on effects in Exe View Road and Wotton Lane. The present signs which combine a 40mph with a ‘Warning – Horses’ sign gives a misleading message that it is safe to drive at 40mph on a narrow road where it is likely that there will be horses. The Parish Council’s Travel and Transport Committee is arranging to meet Members and Officers of DCC to go into more details to provide a safer solution. The Parish Council will be joining other local councils to lobby East Devon District Council to review the way they issue entertainment licences. The Council heard that the fee for a licence to the South West MS Centre for an outdoor concert at Nutwell Park had increased from £200 to £1183 for the Public Entertainment Licence. A 25% discount to charity groups will not make this any easier to swallow. These events are good fund raisers for this very important charity and they also provide good entertainment in a rural community such as ours. The Parish Council will be pressing local and national local council bodies to press for changes to prevent this abuse of the licensing system. Another case of administration gone mad is the plight of the village composting scheme. Ours is an excellent composting scheme, meets government policy and helps EDDC reach its recycling targets. So why is the Government penalising the scheme in this way. Again regional and national pressure will be used to get this changed.
