Another New Councillor Mrs Sally Albon was welcomed onto the council. Both new councillors have been offered places on training courses. Budget and Precept for 2006/7 Following discussions which were started last month, the budget was finally agreed. Re-establishing the Youth Club and provision for the Public Conveniences are the major increases which have been partially off set by reserves to produce a £2000 increase in the precept required. Estuary Matters Discussion of Exeter City’s plans/expenditure on the estuary took another turn when Cllr BCJ Hughes, the Devon County Councillor announced that, according to his latest information, in a complete reversal of their previous position, East Devon DC had announced that it would pay part of the cost of managing the estuary, along with Teignbridge and Devon councils. Planning Committee The main items for discussion were the Trafalgar Rd developments by Cavanna Homes had experts on both engineering and funding (affordable homes) present. Units 1 to 21 of the 52 proposed were thought to be in the general category of affordable homes. One statement stood out in this discussion – East Devon DC will have nomination rights. Debate over access roads was curtailed when it was said that Trafalgar Rd was to be widened to 5.5 metres (over 18 ft). Risk Management/Health and Safety/Anti-social Behaviour The Parish Clerk had prepared papers as required by law on all the above which were briefly aired. Late finish Chairmen of both the Parish Council and the Planning Committee found difficulty in containing the debates that went on so that the meeting did not finish until ten pm. Cllr C M Carter |
