ITEMS OF NOTE From the Parish Council Meeting March Policing in the Parish WPCSO Sarah Trayhurn introduced PC Dean Solman as the new neighbourhood Beat Officer covering the Parish (and other areas). This has increased police cover and will now give the opportunity to follow up some of the problems in the area. Some parts of the area are not covered by a Neighbourhood Watch Scheme. Volunteers are needed to cover this important work. It is not too difficult, especially if you have access to a computer and email so that you can pass messages around the area quickly. Cllr Brian Cotton is to find out more about this vital work and will publish more details in the Herald later. Remember that most insurance companies now ask if you live or park your car in an area that is covered by Neighbourhood Watch and so there may be a greater benefit in volunteering to help. Powderham Castle The Manager has publicised details of two major concerts this summer. An assurance has been received that these will finish before midnight and will be governed by the normal licence conditions, unlike the Waveform event last year that caused so much distress all along this side of the river. Powderham have offered free family tickets to anyone in the area who suffered as a result of WaveForm and so if you would like to visit please contact Tony Le Riche, Parish Clerk on 279665 or email as underlined as below with your details. Councillors Surgeries The next Parish Councillors Surgery will be held from 10.00 - 11.00 on the 15th March 2008 in the Village Hall At least two Councillors will be present and would like to meet you to talk about any concerns you have in the village. Gemini FM would like to know what is going on in the Village. We will tell them where to find the Lympstone Herald but if you have a local event why not give them a ring to see if you can get some extra publicity. PUBLIC ACCESS TO THE HARBOUR At the presentation by the Lympstone Fishery and Harbour Association on the 20 February 2008, the following statement was made - The Lympstone Fishery and Harbour Association is committed to maintaining public access to its property provided only that the public, like all the members of the Association, abide by the few rules that are required for its safe management. The Association needs to mitigate the liabilities faced by its Trustees. In particular it will -Increase its Public Liability Insurance Cover - a financial burden borne by its members. Erect a pulpit at the head of the main pier on which a lifebuoy will be mounted. A second lifebuoy will be mounted on the wall of the harbour store. The present signs mounted on the pulpit, including the offending 'No Rights of Way' sign, at the entrance to the pier will be removed and replaced by a sign that carries the single message - 'Warning: This is a private working harbour. Members of the public enter entirely at their own risk’. Under this warning will be four warning pictograms - One showing a man in danger of falling. One showing that bicycles must not enter. One showing a dog on a lead. One asking people to 'pick up' after their dogs. Hopefully all this work should be carried out within the next three months. Bernard Hughes, Devon County Councillor for Lympstone and Pete Acca, Chairman of Lympstone Parish Council who were amongst many of the Councillors present including the Chairman of Devon CC and the MP for East Devon.Crowds hid the Exmouth Town Crier, and school children who held the tape whilst Chairman of Devon County Council Brenda Taylor cut the tape at the boundary between Lympstone and Exmouth. Large notices on the path announced that Devon County Council was responsible for the trail and perhaps they should have put up warning signs and bins etc before it opened. There were festivities at both ends of the cycle path 1/3/8 (but not everyone in Lympstone thought the path was a success).
